I would reckon as soon as the next patch is ready based on their internal testing, which it may already be (and therefore very shortly after the end of closed beta). From what I understand form the blue text of their forums, it is a fairly substantial patch. Either way, it should be ready real soon, but I have absolutely no authority on the subject of course.

I believe it means that closed beta testers can use their current characters -- old stress test characters = gone for good

I think the closed beta testers' characters will be moved to Blizzard's test server once Open Beta or Retail starts.

correct, the closed beta for Europe continues because there is no mention of it closing on the European site http://en.wow-europe.com/ :)
