2/2 Arctic Reach or 2/3 Imp. CoC

For a 33/18 Frost/Arcane build what is better?

I can't live without arctic reach but the CoC is also sumtin i find useful...Out of the 2 i would say arctic reach.

Raids require Arctic Reach to stay out of range from Mass AOE fears (Magmadar etc).
