You can do it in powerpoint really easily. All you have to do is import the image, then you make a text box and set the background to "No Fill", write your text, then drag it over the image. It'll take like 10 seconds.
I want to overlay a MS Word word art over an image. If I copy and paste the word art over the image in MS paint (lolz, I know this is probably crap for image editing), the word art shows up with a white background that overlaps the image. I want the background of the word art to be translucent, I just want to put fancy looking words over an image. What's a good way to do this?

sounds like what could be happening is that the word art export is not a transparent background. make sure it is png format

Making the background translucent would take a few steps in something like photoshop. Making it transparent, depending on how clean the lines are, may be as simple as magic wanding the area and hitting delete - or follow bluedots advice which is probably easier.
