what do you think about my new signature? give me a 1 if u want, its my first fotoshop work ever.

It is very good for your first time using PhotoShop.

I would suggest downloading some brushes and playing around with them instead of using filters. Also you may want a border around your image. Here is how to get a border:

1)Make a new empty transparent layer.
2)Click Ctrl+A
3)Go to Edit -> Stroke
4)Select:
Width: 1 Pixel
Colour: Whatever colour you want.
Location: Inside
Blending Mode: Normal
Opacity: 100%
Preserve Transparency unchecked

I really think you did well for your first try, but as a peice of work I voted 4/10.

Keep practicing and you will continually get better.
