I know there was a thread on this topic a while ago, but it was never resolved. Kitura figured out how, and now I'm posting to share with you all :happy:
*NOTE* You may need administrative privileges and the Windows installation disk to do these things.
Windows XP:
Have Japanese (Far East Language Pack) installed on your computer
From the main menu in Warcraft III, go to Options -> Gameplay -> set the chat support to 'Japanese'
From the Windows XP Control Panel through the start button, go to Control Panel -> Regional and Language Options -> Advanced. The top half of the tab should say, "Language for non-Unicode programs," select Japanese, reboot, start WC3 and enjoy.
Windows Vista:
Have Japanese (Far East Language Pack) installed on your computer

P.S. It would be great if a mod stickied this~
P.S.S. I realize the font on used for English is very narrow and small, at present I don't know of any way to change that. However, there is a sliver lining in that it makes ignoring smacktards in RT and DotA easier to ignore.
