Need help making avatar

Allright so theres a movie file I downloaded and I want to take a certain clip out and make a flash avatar like, so what program can do that?

You cant customize your avatar on this site, they dont allow that. Unless a mod does it for you.
secondly that avatar is an annoying piece of garbage, slow it down.
Thirdly this isnt the right forum, id say take it to the photoshop forum or something.

hmm, well i believe you would need a movie editor (microsoft movie or whatever) then you would need to export the frames (of the section you want, delete the rest) as .jpgs

then crop them w/ photoshop/put them in sequence in flash.(or image ready)
