Yup, San Diego is gorgeous. Probably one of the best places in the world to live... but I would suggest staying away from south near the border, it gets rougher as you get closer.
I stayed in an American host family for a month both in 2003 and 2004, the Backsteads in El Cajon, near San Diego. I didn't go to school there, it was during my holidays, it was more like a trip-month on both occasions, seeing concerts and going to theme parks etc.
So I can't really comment on the cost of living etc since food and staying were already payed for and the only things I had to pay for was the entrees to parks and concerts and stuff.
But I can still greatly recommend you to just do it, it will be the best time of your life and you'll forever look back at it with a smile, even if it's for studying.

I've heard about the border, and we will try to stay away, even though one of our mates is kidding (hopefully) about seeing a donkey show in Tijuana :P
