program for making anime characters

hi guys.
i am planning on making a phone application. i can do everything except draw the characters who will be in the program. i want these characters to be anime style.
is there a program that will make something like drawing an anime character much easier to do so someone with no artistic talent like me can make them? or will i have to find someone who actually has artistic skill and pay them to draw them for me??

I use a really old program. It's pretty cheap, but takes time to learn. I think it's called "Paper" but you can google it.
